It's a beginning. I would like to see a nationwide ban on all cell phone use while driving. Regardless of the driver's experience.

Need to ban cellphone use and texting by pedestrians in cross walks and parking lots where they should be paying attention where t5hey may walk in front of traffic! Or the Road rage they may cause if they are texting or chatting in front of a vehicle that is yielding to them in a cross walk who can't walk and text at the same time, should not be allowed to chew gum also.

Dont just limit to novices. I've seen plenty of clueless "experienced" drivers who think the phone is part of their anatomy. Hands free only. And as for nukes comment....because they think we cant make decisions for ourselves. The dumbing down of the American public. MI is just taking its lead from Washington.

doesn't MI have a law against distracted driving? What is the difference between a howling infant in the back, kids fighting in the back, changing a radio station, eating a burger, reading the paper, doing make-up and a cell phone? What they need is enforcement of the existing law!! Why does government think they need to legislate everything??

This is just the beginning...first, they will ban the use of cellphones for the novice drivers and then they will do more of a "shotgun" approach limiting the use for Emergency respond units (Police, Fire Fighters, and Ambulance Drivers).

People act like driving is a right, it is not.
Driving is a skill, and those who can't do it safely shouldn't be allowed to drive.
Drinking is a voluntary decision to impair ones ability to safely drive before actually driving, using a cell phone impairs ones ability to drive while driving. Neither should be tolerated.
It is complicated, but driving is a privilege based on one's ability to use the public roadways safely, not a right.

Don't throw the baby out with the bathwater!
Train drivers how to use a cell phone without being distracted, just like pilots are trained.
Almost NO ONE understands this very important concept as you can see the by the "lets ban all use" comments below!
Very simple to train and certify those who qualify, give them a special qualification code in their license, just like motor cycle or CDL or pilots license!
Lets be smart, not driven by ignorant fears!

This should include all drivers. The overly confident seasoned driver usually thinks they can multitask behind the wheel. If the call is THAT important pull over, no phone call is worth your life.
